Telegram's privacy posture has significantly weakened, particularly after its September 2024 privacy policy update. The company now explicitly states it "may disclose your IP address and phone number to the relevant authorities" if a user is suspected of criminal activities violating Terms of Service, a major shift from its previous stance. This change followed CEO Pavel Durov's arrest in August 2024 and was reflected in January 2025 transparency reports showing data disclosure for over 2,200 users in 2024. While "Secret Chats" offer end-to-end encryption, default "Cloud Chats" use client-server encryption, meaning Telegram retains access to message content, and a 2016 API flaw also exposed user data.
